In The Netherlands, crane drivers must be certified by an appointed certification body in order to be eligible to work as a crane driver. In co-operation with the Dutch Foundation TCVT and appointed by the Dutch Ministry SZW (Social Affairs and Employment), DNV certifies the Crane Drivers of Mobile Cranes, Towering Cranes and Pile-Drivers according to Dutch legislation.

Initial certification is granted on the basis of a theoretical exam as well as a practical exam. The examinations are exclusively offered in the Dutch language.

DNV is acknowledged for all TCVT certification schemes for crane drivers and offers you the benefit of handling al your requests. We offer the below mentioned schemes:

  • Mobile Crane Driver (scheme W4-01)
  • Towering Crane Driver (scheme W4-02)
  • Driver for Pile Drivers (scheme W04-03)
  • Driver for Mobile Truck loading cranes with hoisting functionality (scheme W4-04)
  • Driver for earth moving machines with hoisting functionality (scheme W04-05)
  • Mobile Towering Crane Driver (scheme W4-06)
  • Telescopic Handler as Crane (scheme W4-07)
  • Banksman (scheme W04-08)

Validity and recertification:
The validity of the certificate of competence is 5 years. Recertification can be granted provided the following statutory requirements are met:

A. Experience: The driver must be able to prove that in the previous certification period of 5 years, directly preceding the submittal for recertification, he/she has had at least 2 years hands-on experience as the driver of the applicable crane category. At least 6 months experience must have been gained in the last 3 years of the 5-year certification period. The crane driver must fill in his work-experience registration booklet (TCPR-booklet) correctly, completely, truthfully and verifiably and have it confirmed by his employer or client. When the employee Crane Driver changes jobs, he/she is obliged to have his booklet filled in accordingly and have it confirmed by his/her last employer. Self-employed drivers are responsible for the correct registration in the booklet and must maintain a corresponding administration for verification purposes.

B. Education: The driver must participate in 2 education days (4 half days), organised by an appointed education institution. One of these education days shall be attended within the first period of 36 months of the certification period and the second education day in the last 24 months of the certification period. During the education days, all applicable competence requirements are covered as well as actual developments within the competence area. The driver will receive a declaration of attendance which will also be noted in his TCPR-booklet.

C. Non-compliance: In case requirements A and/or B are not fulfilled, recertification shall only be granted after the candidate passes the practical examination linked to the applicable crane category.

Coaching of new/apprentice crane drivers: frequently DNV is asked how apprentice crane drivers can acquire working experience, whilst not yet in the possession of a Certificate of Competence. This is only allowed when they are being coached and work under supervision of an appointed (by the employer) and experienced officer. These requirements are described in the Dutch Labor Law and must be further detailed in a individual Practical-Learning Agreement between the apprentice driver, the employee and the responsible education institute. The appointed supervising officer must be on location at all times and must be able to intervene in emergency cases.
